  • Introduced by Rep. Jim DeCesare on January 6, 2009, to require the Finance and Administration Cabinet to set up and maintain a single, searchable website containing identifying information about state Treasury expenditures and transfers in excess of $5000. The bill exempts from disclosure transfers between two state agencies or payments of government assistance to an individual. The bill requires disclosure of economic development credits to be disclosed as expenditures. The bill allows the Finance and Administration Cabinet discretion to request additional information and requires all state agencies to comply with those requests. The bill requires the website to be available for public viewing by January 1, 2010 and requires all information for a fiscal year to be available on the website within thirty days of the end of each fiscal year. The bill makes no time requirement for posting of individual expenditures or transfers.

1) I love it. [by newmark on October 31, 2008]
I love this idea. This bill needs to have a provision that only allows up to a certain percentage, say, 5%, of an agency's budget to be spent with the "under $5000" exemption. Otherwise we'll end up seeing $2B in $4999 expenditures.

This bill will never, ever pass our Legislature. IT SHOULD but won't. Way to go Jim.

3) THANK YOU! [by JKHargan on August 7, 2008]
Thank you for having the intestinal fortitude to continue to lead the way and show the light of individual liberty and freedom that this country and this state have lost sight of. This is legislation that is unfortunately rare. It is called "doing what is right", a novel idea and impossible for some "leaders" to understand.
Thank you again, Mr. DeCesare! If I were in your district, I would consider myself very lucky.
